"He had a substantial rate of speed," Thompson said.
Heine was traveling east on Orange Road near Highway 218 at about 2:40 a.m. when he apparently failed to negotiate a curve.
An exact velocity wasn't available, but officials said Heine's car left Orange Road, traveled across a grassy area, continued on across Highway 218.
The car went airborne and rolled a number of times before it came to a rest near a field fence on the other side of the highway.
Heine was wearing a seat belt, but the vehicle took major damage, and he died at the scene, Thompson said. Also dead was a black lab puppy that was in the vehicle.
A neighbor noticed the accident and called emergency crews.
Thompson said investigators haven't determined where Heine was headed, but acquaintances said he had just dropped off his fiancee and was headed home.
Heine operated Pablo's Mexican Grill in Cedar Falls.
