philly.com PHILADELPHIA, PA Kelvin Adams allegedly walked into a Philadelphia police station on Tuesday acting as though he was just another cop. Once again, he failed, police said. Adams, 23, of the 1700 block of South 53d Street, has been convicted of impersonating a public servant four times in Philadelphia and Delaware County, court records show. He was charged in a fifth incident, but the charge was dropped. Adams, who also goes by Kelvin Outlaw, was noticed entering the 18th District station in West Philadelphia around 1 a.m. wearing a gun belt and handcuffs on his waist, police said. Real officers found Adams in the women's locker room and he was arrested. Later, police discovered that Adams had parked a rental car in the 18th District captain's parking space. It also was discovered that he allegedly had stolen a handheld radio, a security badge, police incident reports, handcuff keys, and Philadelphia police uniform pants. Adams was charged with burglary, criminal trespass, impersonating a police officer, and related offenses.
